BOONVILLE, Mendocino County — October 23, 2026. Reliable drinking water and wastewater infrastructure are persistent planning issues for the unincorporated town of Boonville. The Anderson Valley Community Services District (AVCSD) lists “Drinking Water & Wastewater Proposals for Boonville” among its public resources. A listed proposal is not a completed network, however, and property owners should not assume a future community system is ready to connect to their lot.
Who is responsible for public services?
Boonville is an unincorporated community in Mendocino County, not an incorporated municipality with a mayor and city utilities department. AVCSD explains that its service area includes Yorkville, Boonville, Philo and Navarro. It provides and coordinates public services including fire protection, airport access, street lighting, recreation and other community needs, relying on public funding, grants, community support and volunteers.
What does the district actually say?
The AVCSD website provides access to its board information, budgets, fee schedule, district map and public resources about drinking-water and wastewater proposals. The site also identifies municipal service review documents and meeting archives. Residents should distinguish preliminary planning, environmental studies, local agency approval, construction financing and any final decision to operate a new public system. The district homepage does not establish that every Boonville parcel has municipal water or sewer connections available today.
Why can one household’s connection differ from another?
Existing rural water sources and onsite septic systems can vary by property. A prospective homeowner or business operator should verify the actual water provider, well condition, wastewater disposal permit, utility service boundaries, connection charges and applicable health or environmental permits. A nearby pipeline or proposed service district is not proof that a particular parcel has an enforceable right to connect.
How could new services be financed?
Community-scale infrastructure may require grants, engineering studies, legal agency powers, public hearings and adopted financing mechanisms. A district website discussing these opportunities does not imply that residents have already approved an assessment or that every grant has been awarded. The district’s public meetings and later Mendocino County or LAFCo records are the appropriate sources for an up-to-date project status.
How can residents take part?
AVCSD states that board and committee meetings are open to the public. It encourages residents to volunteer for fire or ambulance crews, serve on committees or participate in local events. Its office is at 14281 Highway 128, Boonville, CA 95415, with published office hours Monday–Thursday, 10 a.m. to 3 p.m. and phone 707-895-2075. Confirm times before visiting.
Questions worth asking
Ask whether the water and wastewater studies have proceeded to a formal application, what service boundaries are contemplated, which alternatives are being analyzed, what funding has been secured and whether the public will be asked to vote on taxes or fees. Request the current plans in writing before making a real estate or construction decision.
